What are the first two digits?

More precisely, from 1:02pm to 1:23pm Zulu (London, England time) Septemter 11th, 2009.

11 is the day of the month.

You almost had me there until I re-read the original post:

GPS can be degraded drastically just because one satellite is taken down for maintenance? Uh-oh!!!

Yes, it can but it doesn't mean it will.

I gave another look and the NANUs do indeed use DTG and not UTC, unless there are 31 hours in a day or you are using this clock:
