Permission for an Ocean Cache?

I'd like to make an earth cache which involves people snorkelling and observing the Coral Reefs of the Cayman Islands (where I lived) from a more geological perspective. I've seen topics regarding coral reefs, and that yes they can be considered as a spot for an earth cache.

 

The only trouble is: Who do I ask for permission?

 

Nobody owns it, nor manages it. It's the ocean! I could ask permission from a local dive spot near where I would like to put it, but to what point? They don't own it or maintain it.

 

Should I ask permission from the Department of Environment or the Department of Tourism?

Is the area a marine preserve? The local dive shop should know if there are any such designations. I would go with the Dept. of Environment or National Parks.

 

I don't know the governing structure of the islands so I'm just waving my arms.

The restrictions for the local area consist of no fishing and especially no spear fishing. We don't have a National Parks and I know that I could get permission from the Department of Enviornment, but I don't know if they are the right people?
