'waiting for review' and 'needs publishing'

You don't. A reviewer will look at your cache page to make sure there are no obvious issues and that it conforms to the guidelines. If all is OK it will be published. If not you will be getting an e-mail from the reviewer shortly detailing any issues that need to be addressed.

 

once the reviewer has had a look and sees that it all conforms,they will publish it automaticly.All you can do is wait and keep checking your email

When you are logged on to Geocaching.com, select hide and seek a cache, then on the right side of the screen you sill see the "To Hide A New Cache In Your Area" section. Select the online form link, complete the form as requested and then submit it for review. You will be notified within 72 hours of acceptance and posting. Voila!! You are all ready to go.

Also look at the cache page to see if the reviewer left a note. Any reviewer note should automatically be sent to you, but if your e-mail system flags it as spam you might not see it.
