How do I adopt a cache?

I did a quick search, but I am still a bit confused with the details of how this works.

I found a local cache that was in disrepair. As the owner is no longer living in this state, I took a bit of time to fix it up, put a new log in, waterproofing, etc. I then sent the owner a message to let him know and that I wouldnt mind taking care of it. He was fine with the idea, having been gone for a few years already.

So, how do I go about doing this officially?

Try this link:

Not sure how it works, please let us know how it turned out!

This method requires action by the original owner. TPTB used to let you adopt abandoned caches where the owner can no longer be contacted. Do they no longer permit this. If they still do, what's the current procedure for doing that?

You don't. Only the cache owner can initiate an adoption. Forced adoptions are no longer allowed. If he is an absentee owner and will not respond to you, your only alternative is to request that the cache be archived, then submit your own listing once it's gone.
