The contents of the cache are the property of the cache owner, to do with as he/she sees fit. Presumbably recycled into a new cache, if appropriate. If they actually retrieved the old container (don't hold your breath). (I've been on a few TB Rescue Missions. In four of five such attempts, the cache was still in place. Abandoned and archived. One had been muggled. Four TBs rescued.)

I only have two archived caches. One was archived BECAUSE it was missing. There was active logging in the area, so unless the loggers stumbled upon it and grabbed it I suspect it's buried under bulldozer trials for somebody to find in about 100 years and wonder what the heck it was. The other is to become a new cache soon.
