Galileo's accuracy is higher and more reliable as it is a more modern and civil system. The military driven GPS is subject to jamming. Thus it can not be used for high precision tasks such as landing an aircraft. Gallileo is free for personal use like car navigation or geocaching Once it operates it will add to the current GPS as you can see twice as much satellites and can derive the position from two sources. In theory your old GPSr should be able to receive both sources. In real manufactures will make you buy a new one, of course. I wouldn't call Galileo dead. It's just very common for European projects that all parties fight over their national interests. In the end everyone accepts that they have to work together to be competitive and to survive.
