I can't specifically identify it, but I'd say it is definitely a horizontal control point set by someone. It could be the agencies involved at Argonne Laboratory, the county, the state highway department since is close to a road, or even the railroad.

 

I'd think from the picture it was concrete, not stone as it says in the Waymarking description.

It is most likely a right-of-way marker for the adjacent road/highway. The State of California DOT used similar concrete posts as right-of-way markers in the first part of the 1900's. They began to transition to underground monuments (pipes & 'T' bars) in the 40's & 50's.

 

Similar markers were also used in my area as County Line markers. This is a marker on the County Line between Fresno & Tulare Counties in California.
