Hopefully, you would have a hard time submitting a cache to be a tbgy. Placing a TB into an unknown location is all that is necessary to remove a bug from circulation. It's just a cache page that you post a note and "drop your bug" on the web I think one is listed as being out in an ocean, but it's not really there. It's just a graveyard for TBs.
