How Does "call Number" Work?

I'm an officer in a group with "Can Review Waymarks" permission and a status of Active, but I'm not getting notified when new waymarks are being submitted to that category.

 

Is that because my "call number" for the group is 2, and the leader (with a call number of 1) is reviewing and approving the waymarks before they are propagated down the call list?

 

If so, how long does a pending waymark sit in the approval queue for the person with call number 1 before the request for approval propagates down to the person with call number 2?

I just received a waymark notification for another group in which I'm call number 3, so the issue appears to be related to a particular group.

 

For that group, I noticed that the notifications I didn't get all came from waymarks posted by the leader of the group. Could that be the problem? If you post a submit a waymark to a category for which you are the leader, does an email go out? :ph34r:
