It looks more like a case of a somebody who is scanning Jeep TB pictures looking for tag numbers, then doing virtual grabs. Quote Link to comment

Since they were all listed as in his possesion, I assumed that he had taken the TBs and was holding them. We only found one of these but it was one of the more interesting things we have found. I'd hate to think someone was purposely collecting these things. I had to explain the rules to my 5 year old son and even he realized it would be wrong to keep the jeep. Quote Link to comment

And as for people holding on to them for more then 2 weeks, sometimes people dont want to put them in just any old cache.
