(The city itself looks more like it's at about N 31 02.700, W 114 50.000). You can search for caches from that location. (It looks like there are quite a few! ) As far as dropping off bugs goes: if there is nothing in their goals that says otherwise, I would feel free to take them. If their goals are something like "travel to cold locations," or "travel around the US," then don't. But if they just have a generic "travel around" goal with no stated restrictions, sure, go ahead. (You'll probably get some advice to "ask the bug owner"... I wouldn't. If they didn't say not to take it to other countries on the bug's page, then I think you should be able to take it wherever you want without having to ask permission.)
