However, if you don't want to alienate the local geocaching community (if indeed one exists), it's best to check around to see if any local organizations are already working on one. That has happened before. Australia is a big place, could be someone you don't know about is about to go to mint with another coin. Quote Link to comment

If that's the case, you only need GC.com's permission if you plan to use their logo and/or make the coins trackable on GC.com. I have just gone through the process of getting military challenge coins made so if you need any advice on how to proceed let me know.
