Soggy Boots and Baggy Britches

I have owned one yellow garmin and three sporttrak pro's two of which dissapeared in car break ins

why are caches being archived if they have a pocket knive in them? I just finished reading the cache rules again and they dont say anything about knives just guns drugs but so far nothing about knives? any help with this matter would help I want to play within the rules that are posted thanks
