I think Lee Hsien Loong TB Hotel would be a good choice for an easy to reach and find cache. Being near a museum and close to the shopping belt (as well as near the f1 race track), it should offer plenty to keep your muggle friend occupied.

imho, the accuracy of the co-ordinates can alter the enjoyment of the search and 'make or break' a cache. while we can all accept some degree of variance, an accurate reading is very much appreciated.

singapore is known for its strict laws but i can reassure you that you do not need a licence to operate your GPSr here.
not quite sure which kind of ordinance survey maps you are referring to, but a general street directory is good enough to get you around - this ain't really a big place.
