Here's the problem: Some of the best caches are ones with few visitors. These great caches will never win any popularity contests because too few people have experienced them. Even caches which receive a good number of visitors, will typically pull mainly local cachers. There's no way that an Arizona awards system can truly be graded fairly and accurately because too few cachers both roam widely and sample a wide variety of cache types. Take it from one who does.
