Correct me if I'm wrong here, but it is possible to pick up a TB without logging a find of the cache itself. And the 5 rating is only for the difficult requirements of loging the find on the cache and not getting to the cache itself. Seems to me that anyone could go to the cache, log a note, and retrieve a TB or two.
