  1. There is a big difference between national WMA and TWRA, but a few WMA do allow caches with permission in Tennessee Always best to ask first, and there is one area of TWRA that does not allow caches Max

  6. Cache Maintenance The territory in which a geocacher is able to maintain caches responsibly will vary from one person to the next. An active geocacher who regularly visits areas hundreds of miles apart can demonstrate their ability to maintain a cache 100 miles from home. A geocacher whose previous finds and hides are all within 25 miles of their home would likely not see their cache published if placed 250 miles away from their home.

Road Right of Way is misunderstood in Tennessee, in almost all cases someone owns the land and a right of way has been given // taken for “Services” like sewer, water line, electric, phone, cable lines, ect.. No where is the right of way contracts does it allow for a geocache. Its up to whom ever owns the land From the guidelines: “”By submitting a cache listing, you assure us that you have adequate permission to hide your cache in the selected location.“” Do you have permission from who owns the land, this is the key word ""PERMISSION"" Max Volunteer Moderator

Tennessee State Policy Regarding Geocaching in State Parks State of Tennessee regards geocaching as another outdoor activity, like orienteering, which needs to have an event permit for its parks system. The permit ensures that the cache is not near a dangeous location, historical site, or rare plants. In 2006, the policy was changed to not have caches near marked trails to avoid confusing side trails. The permits are good for six months only. Park staff are required to review the site with the ranger having the ultimate approval. Note that ammo cans and pvc or metal pipe are not allowed, The cache owner can work with the park manger at that park about placement. But they will be verified by the reviewer by phone that the cache did indeed have permission. POLICY DIRECTIVE: ORGANIZED ACTIVITY POLICY I. PURPOSE The purpose of this policy is to establish rules for citizens who want to organize and implement special events and activities on State Park lands. II. SCOPE These policies apply to all state parks. Activities such as geocaching, orienteering, adventure racing and other organized events that require a “cross country” or off-designated-trail approach to state park use are prohibited in all designated natural and cultural areas. III. AUTHORITY Tennessee Code Annotated 11-3-101., 11-3-102., 11-14-101., 11-6-101. Rules and Regulations Governing the Use of Tennessee State Parks 0400-2-2-.25 IV. BACKGROUND Public demands placed on state parks to accommodate an ever-expanding array of outdoor recreational pursuits impact natural and cultural resources immensely. Activities like geocaching (games for global positioning satellite system users), orienteering, cross country/adventure running and other larger scale activities may severely compromise our resource management efforts. Such activities can only be implemented in state parks through written permit. V. GENERAL This policy establishes criteria for the Organized Activitiy Permit Policy, designates acceptable areas within state parks for the aforementioned activities and identifies the permit procedures. VI. PROCEDURES All activities organized by non-state park staff shall require a permit. Park managers and staff will consider commons areas, and other modified/impacted landscapes for such activities avoiding sensitive areas possessing or potentially possessing unique flora, fauna, geologic formations, or cultural features. At no time shall an event or activity cause damage or injury to flora, fauna and/or geological formations. The Park Manager/designated staff will include in their evaluation the safety of the participant and other park visitors. The Park Manager/designated staff must approve all hardware/implements required in the activity prior to installation of said items. For example, ammo boxes, pvc pipe or metal pipe shall not be used as containers in geocaching due to the potential of visitors confusing them with explosive devices. All hardware/implements must be impenetrable by animals. Signs and other equipment will be removed upon completion of the event. Individuals and groups proposing these events will contact the Park Manager requesting an “Organized Activity Permit Application.” Upon receipt of the completed application, the manager will deny or issue a permit based on: impacts to the resource, health and safety issues, adequate liability insurance, and potential conflicts with daily park usage patterns. The permit is valid for a maximum of six (6) months. The duration of the activity must be specified on the permit. Any item placed on the park premises must be retrieved at the end of the permit period or be considered abandoned property and confiscated by state park staff (Regulation 0400-2-2-.01). Once a permit is granted, the Park Manager/designated staff maintains the right for random inspection of permitted site/event. If determined that a site/event has been the cause of adverse environmental damage, reassessed as a safety hazard, created conflict with other visitors, or the cause of any other negative effects, the park management may remove any items and cancel the permit. A copy of the permit application (approved or disapproved) will be sent to the Resource Manager at State Parks Central Office.   19. What is the eye bolt and latch on the side for? Opening the can? A concrete block tends to roll with the current, try something flat, can’t say exactly, it is because one of the locals may try to pull it up, only safe to safe that mine weights in more that fifty pounds and it quite large and flat. The main reason for doing it this way is that trying snag the box to pull it up from a boat it will get caught under da boat, they will have to get into the water, get wet and muddy to log this one The eye bolt and latch on the end is to TRY to keep anyone from opening the boxes under water, did I say try Joe
