gimp (http://www.gimp.org/) is a powerful yet free photo editor. are all of the QR-code images the same size? if you have to resize them, just open the file, then click on ->Image ->Scale Image and enter the desired value (or use the Scale Tool). an easy way to 'glue' them all together to one single image file is to open one of them, then click ->Image ->Canvas Size. in there you can enter the size of the final image. then open the other files, copy and past them into the final image, move them around (Move Tool, the blue crossed arrows you can find in gimp's Toolbox or under ->Tools ->Transform Tools). the use of layers might make further editing even easier.
