Seems to only be happening for caches that don't have a url in there already. I have a cache that the user website takes you to info on the park. It's still there so I believe it's just an issue with blank user websites.
For what it's worth, a parking lot isn't enough for a night cache. The posted coords should be for the first tack (or a place to see it from), a ways from the actual parking lot.
I would suggest just writing to appeals@Groundspeak.com, explaining the situation and seeing what they have to say. They may agree with you and/or give you more help on what to do to make it publishable.
They know... I think it's an issue of webcams not being "found it" but "Webcam picture taken". The same is true for events/citos/mega that you "attended" rather than "found it".
Add me to the list of people wanting to do Fear. I'm not in NY as often as I'd like but I'd willing to make the trip if a group is going and has the necessary equipment!
Your cache won't be seen by the reviewers because you archived it before they even looked at it. (It's only 200 feet from another cache so even if it were unarchived, it wouldn't be published!)
