This must be new. I didn't know there was a published policy. I called Parks and Rec several months ago and got verbal permission from an employee there who said I could places caches in the city's parks. He didn't tell me any restrictions at that time. A lot of this policy is just common sense, but I hope no Carrollton hiders get in trouble because an existing cache generates a complaint. This sounds like a lot of red tape to me. Most people will never even know a cache is in a city park. Also, virtual caches may be good for the historical site but are hard to get approved by geocaching.com. I wonder if these reported problems such as burying, etc., have been in Carrollton parks or are just anecdotes about caching in general.
