What if.... I found a cache that was, well, in desperate need of attention. Plastic container missing lid, log book, and all but a few trinkets. I tried to contact the owner, but no response. Owner has 1 hide and 1 find, both over 8 months ago. I would like to replace this cache, but only if I can take it over. I even offered to in the e-mail I sent to owner. What can I do? Aren't the cache owners required to maintain their caches? -BRI
