The unfair trading happens a lot. Every ware unfortunately. I see a lot of caches here in Washington state like that. Its just sad...

A Premium membership in geocaching is worth it to some, but not others. In my opinion its completely worth it. But Your best bet would be to buy it for a year, and see if you thought it was worth the money, if you did not enjoy it, cancel your membership.
