Keep in mind that the bridge at Biggs jct is closed and you have to cross at The Dalles and go HY 14 to HY 97 I won't guarantee it, but I'm not anticipating any problems. Road conditions at this moment, according to the WSDOT, are bare and wet; snowing, but no tire restrictions. You mentioned you're flying out of PDX. If you're concerned about weather, you might find it better to take I-84 east, then US-97 north into Yakima. I'd just check the pass reports the night before to be sure.
