Which would not necessarily be a bad thing, would it? A 1/1 in winter, without overgrowth, briars, and a lot of bushwacking would be a 3/2 in summer. A lot of winter hiders underrate their caches, and a lot of summer hiders overrate them.
That's very much depending on where you are hiding the cache and what usual winter/summer conditions are.
A cache hidden over here in summer (with a D/T rating of say 2/3.5) might simply be unfindable and unreachable in winter (meters of snow, danger of avalanches etc.).
